I hated the Hertz in Paris where I had to drive the car down a tiny ramp to the seventh sub-basement and slide the car into a microscopic stall, without anyone from the company inspecting the car for me! The Hertz location at the North White Plains station is good. There is a car rental desk (I think it is Avis) at the Newport Center Mall in New Jersey. You don't even have to go outside - simply take the PATH train from Manhattan for $1.75 (first stop after crossing under the river - all enclosed - no walking, wandering, looking lost).

LGA makes most sense. Your other option for a rental car is to take a train from Manhattan heading north and pick up a car in Westchester or further up in Poughkeepsie.
