Hello, Fairbanks is a quaint and relatively small town. Casual is the usual dress in Fairbanks any time of year. It is currently in the 20s, but being from Southern CA. it will feel cold. Layer your clothes for warmth. Shirt with a sweater or sweatshirt with a coat will work well. Bring a hat and gloves also.
