Avoid Thrifty in the San Juan Airport. Poor service and cheaters with hidden up charges. If you refuse their damage insurance they will put a $500 hold on your CC / or debit. They are obliged to remove that hold once the vehicle is returned intact. They do not. Thrifty has no customer service resolution department.
Thrifty car rentals did a bait and switch, waiting for me to arrive to tell me that my reserved vehicle was not available. They then charged me 3x what my reservation was for to get a similar but smaller vehicle after I refused to pay $400+ for a suburban. Ny $117 van cost me $360 for 3 days. They knew they had me and they really screwed me over.

If you read on these forums you will find that there are many complaints about Dollar and Thrifty. The cheapest doesn't always turn out to be the cheapest. Many UK visitors use Alamo or Alamo Brits.
