I know this thread is getting a little old, but for the benefit of others, I ended up purchasing a Lebara FR SIM on eBay. Yes, the sim did cost me money, but it was very little. And the seller had the online account all set up for me and ready to go. Top off was easy. And ultimately I value the convenience of having a SIM immediately upon arrival.
Solutions: (a) have a UK friend add credits for you and settle-up later, (b) go to a 99P Store and refresh in cash. Yessss!!! The eBay merchant sent me the unlock code and it worked just fine. Then, I went onto Lebara.fr (chose English) and set up my online account. Basically, there are two parts to fully utilizing Lebara – activate the SIM and register the SIM. Once you insert the SIM into the unlocked phone, it becomes ‘activated’.
