Use viamichelin for route planning, get their smartphone app. Report inappropriate content.
To a certain extent they both show ZTL but neither shows them all. Honestly the smart way to avoid ZTL tickets is to plot out your trip to parking lots outside the ZTL. Waze will warn you if your route goes into a ZTL but that only works for the cities that it has data on. Florence and Rome for example. 2.

Yes we used Google maps offline on our recent trip. We also had GPS but in places the Google maps were more up to date. In France we had no SIM card and the Google maps gave voice directions just fine. And we also had good maps, which to me are essential, but for finding an address Google maps are great.
