After almost three months, Priceline sent me an email stating that I would not receive a refund. I was in Brazil on January 1st and I made a reservation at the Recoleta Grand Hotel in Buenos Aires through Priceline, # 458-276-285-18, for the following day. On January 2, I was feeling quite ill.

My best advice is leave a review. All descriptions are never the responsibility of the agency, they are always done by the property itself - and usually their back office - not their desk agents. As for the $113 Fee, this is 100% disclosed when you book (I just did a dummy booking).

Priceline is a BOOKING platform, there is no “just” anything about it. Car rentals are booked thru direct computer links to Priceline, they don’t load anything into Priceline. So when you are looking at a Priceline screen with car rentals details, that inventory comes from the rental company.
The Priceline customer service agent straight out told me that fee wasn’t showing on the web page, and said that they’d refund the resort fee to me since it wasn’t disclosed. Then a few days later they sent an email saying they wouldn’t. In my book that’s Priceline lying and not holding up their end of the agreement.
Priceline is a scam and their Customer Service Reps are greedy, useless, lairs. I booked my room and paid fully. The hotel overbooked. I have an email from the GM stating they refunded Priceline and Priceline owes me a refund. Priceline is now claiming I was a no-show and they're not going to refund my fully paid room.
