For rental cars, they work off license plates. In Texas, Hertz registers their cars with PlatePass, their third party partner for tolls. When the car is so registered, PlatePass gets the bill and processes it for Hertz, charging your card a fee for each day you use a toll road, plus the usual pay-by-mail toll.

What is meant is you can't order one online or via phone, because those tags are mailed and take 10-14 days to get to the customer. You can go into a toll-tag store and open an account with as little as $10.00.
