Agree with above comment, Thrifty seems to have longer lines than the rest. I usually go with Avis as I get a good deal through Expedia and the lines are short if existent at all.

   All the car rental places I've found, AND the ones I used (Thrifty rent-a-car), were at the San Antonio Airport (approx. 40 minutes north of the base). I did not see one on the base itself. That's not to say Lackland doesn't have one, but I drove around quite a bit and didn't see any there. Thrifty gave me a nice, KIA Optima Sedan for $26.00 a day.
