An employee of National, or one of their contract companies, stole a wallet out of our car, or at the least found it and decided to keep it.

Reach out to confirm everything on your reservation, including the quote, of course. Make sure you're communicating with someone in Costa Rica.
I recently rented a car from the National Car Rental Office at the Toronto International airport. The rental of the car was roughly $35 plus Premium Location Fee of 17.67% plus tax.
