10 years ago. I use Hotwire often for renting in Vegas as well. The Special is that they guarantee you will get a mid size or above for that price. My experience has been whatever cars they have the most of the people aren't selecting (usual mini vans) is what you end up with.
I'm going down for a week at the end of this month, and I want to get a cheap rental car. I usually use Hertz, but for some reason, their prices are inflated to over $500 for the week! Hotwire has some cheap options, but I don't know which rental car company it will be, and it is non-refundable, so I'm kind of nervous.
Google for coupons and promo codes. Last time I rented I was able to find 1 promo code and 1 coupon that brought the price down incredibly low. Unless all car rental companies that are possible through Hotwire allow the cars across the border, then I wouldn't risk the booking.
Be careful with Hotwire on rental cars...the car types they show on the website are not what the agency offers locally. We rented a Cadillac ATS or similar for San Jose de Cabo in Mexico on 7/23/15 and the similar was a Nissan Maxima...which I would have been ok with but you can rent a Nissan Maxima or similar at the same location for 1/2 the cost.
DO NOT use Hotwire. I reserved a car thru them and the pickup for the car was 5 miles from the airport SFO. Payless car was the worst rental experience ever. The Hotwire Rate I booked the res. showed a VW Jetta at 27.49 per day.
