It's that simple. Tell the operator you want to make a collect call, give the operator the phone number and he or she will see if the other party will accept the charges. If you don’t, after you arrive and get away from the big city stop in a village and see if they have a Carphone Warehouse (most do) and buy a Pay As You Go cell phone with a sim card. My phone was £5.00 GBP and I put £20 GBP on it.
