I rent from Hert all the time. I just get a quote (I buy the extra 0 excess from them) and have never noted a one-way drop fee. My handbook for Hertz states that in Italy there no one way fee for certain car categories. IMO this means the mini, compact, etc cars which are easily rented.

They have strange hidden policies that I don't like, such as cancelling all reservations if you show up 2 hours late.
