Rented a car through rental cars.com and the provider was Dollar. We agreed when we picked up the car to an upgrade. Now, Dollar has charged his credit card $25; their explanation to him was that it was an automatic charge for a speeding ticket regardless if it was paid on time. According to my husband, who has the contract and is out-of-town right now, it doesn't say anything about this charge.
