I've been looking for a car rental place in IAD (Washington Dulles) in July. kAlmost every single site has min-priced cars @ about $33 a day, but for some reason, Kayak.com has some cars at $15 a day.

I booked a Peugeot 206 or similar online and was offered a choice of a Fiat Punto or Vauxhall Corsa at the desk. The Punto was clean, in good condition and looked quite new.
