Avis charges $3.95 fee per rental day, plus tolls ($20 max) and they don't use a transponder, it is toll by plate.

If you check the Avis site the day before your arrival and they are showing "sold out" or "no cars available" on the day of your pickup, then you'll want to phone them if you're going to be late just to re-confirm your arrival.
