They charge a transaction fee of NT$30 (US$1) per transaction, no need passport and transaction would not take more than a minute.
during then the exchange rate in singapore was about 20.50, but when i withdrew money, after coming back to singapore when i calculated from my bill, i noticed the exchange rate was abt 20.80. But, i do noticed that some ATM's do not allow our singapore debit/credit card to withdraw money.

It's generally a good idea to sell reliable currencies when in Taiwan and Singapore dollar is one of them. Airport exchange rates are very nice with low service fees. Of course you know pick the one you like best. Outside the airport not so easy. Or use ATM card it's also good rates if you have a good bank
