I applied for an evisa on 21st December through the ecitizen portal and my husband applied for an ETA on the 27th (premium service - which states that the ETA should be issued in 9 hours). Our payments have been accepted but we have not received any emails with regard to reference numbers etc.
The 12 hours change is only applicable in Masai mara for KWS managed parks and other parks it's still 24hrs. Re: trouble uploading photo for e-Visa. Get the visa on arrival. You just need the completed application form (Form 22), the payment $50 in recent notes and of course, your passport. Photos and finger prints are taken by the immigration officer.

I have been uploading another document on ecitizen yesterday (basically the same website as the evisa). It states that file format must be jpg or pdf or another one which I don’t remember.
Brilliant, we travelled with the visa payment receipts printed from the ecitizen portal and explained at the klm checkin at Birmingham that the visa system was down and had been for a week, they said they had no information on this but checked the system. When they saw it was down they issued us the boarding cards.
Try a different browser Marta, I have found the system does odd things quite often after several electronic visa applications. Make sure passport pics are the stated size as this has thrown things out before.
