No bare shoulders - sleeves should be at least half way between shoulder and elbow. No bare midriffs, no low necklines. For men - slacks that cover the knees - and at least short sleeves.

1. Re: Dressing Code for Temple Mount. A long dress or trousers that cover your knees is fine. Also a scart to cover your upper arms and chest. Men should wear long pants. Sandals are fine. Best to wear a blouse that covers your upper arms and chest so that you are modestly dressed in the Old City.
Long light skirts for women and be very cool, and work with the dress code, and light-weight, light-colored linen or cotton slacks, like light khakis, work best for men. At holy site, for men and women alike, legs (nearly all) and shoulders need to be covered. No tank tops, and sleeveless shirts/blouses/dresses.
2. Re: Dress code for Jerusalem for women. 10 years ago. You do not need skirts for touring in Jerusalem. As long as your knees and shoulders are covered for holy sites you are fine. October can be very warm so you need to wear layers. Bring a shawl in case you need a cover-up. This is a very casual society.
1. Re: Dresscode in Jerusalem. dress modestly and respectfully at places of worship and the western wall. at the wall and in synagogues you will need to cover your head but kippot are supplied at the wall. if going up to the temple mount dont wear a crucifix or make overtly religous gestures.
