After 10+ years with President’s Circle status at Hertz, I’ve switched car rental companies after having to deal with the ATL airport Hertz every week for 6 months of business travel. Cars are never clean (always smell of weed, cigarettes, or like it was used as a bathroom).
I spoke to their "live chat" help and no avail. It's a terrible way to start your vacation. After wasting 1 hour, I picked up my suite cases and headed straight to Thrifty who provided me with a great deal at $250 dollars and I received an almost brand new 2012 Ford Fusion fully equipped with leather and satelite radio.
I feel your "pain" but it may not work to continue to contact the place you ended up renting from. Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from.
Don't bother to try to call the local number, you just get routed back to the main corporate number. A couple of other suggestions. Have one person go for the car while the other gets the luggage.
