Flights to and from the UK are with Virgin Atlantic, but the internal flights in the USA are with Delta. Looking online it says baggage checked in is 30$ a bag with Delta, the lady never said this to us.

Hold luggage is different and is determined by the marketing carrier. Buy and AF operated flight from Delta with a DL flight number then the baggage allowance would be the Delta one. Buy from Air France with AF flight number and it may be different but they have it on the ticket info so checkin are aware what is allowed when you drop the bag off..
