I did a dummy reservation, and somewhere along the process, where Costco asks for "Renter's Detail", there is a slot where you enter Budget Fastbreak number. Maybe if you have already made the reservation, go back to edit "Renter's Detail" and enter your Fastbreak number.

   Update! Arrived yesterday to RSW around 4 pm. Car rental lines ridiculously long, especially enterprise. Hertz, however, had only 3/4 people waiting and many employees working behind the counter.    I checked the car rentals at RSW, FLL & MIA. It's almost $500 for the week at RSW & MIA. It's about $150 at FLL. We're staying at Hilton Marco Island Beach Resort and they charge $25 a day for parking. So if we go with FLL, we'll have a 2 hour drive to Marco Island and it will cost approx $300 for the week.
