Shortage of vehicles due to car rental companies selling off inventory during pandemic, coupled with few new cars caused by chip shortage. Try one of the majors at an off airport location.
I've got a 4 day rental with Enterprise; full size; $175 total. The office (as well as Hertz, Avis and Budgt) is about a mile from Union Station---end of the airport line. Moral of the story: don;t rent at DIA. Eat The $9 rail fare and rent downtown or other places away from airport.

You can join a rental cars gold club or executive club or whatever and then usually skip the lines. Last time I rented a car (not denver) I was 2nd in line. By the time I go the car there were 25 people lined up. My review would have been great, and everyone else would have said the line was forever.
Flying into Denver August 1 about 1:30pm. Does it make a difference cost/convenient wise to rent a car somewhere besides the airport? (We are then driving to Colorado Springs for a few days and back to Denver for a few more and flying out August 9 at 6:30am-yikes!)
