Ok, that's where I am confused because a US Debit Card would not accept a "hold" if the account is not credited of the requested amount, so saying that the debit card could have $10 or less on the account to back it is not true. If it is $10 or less, the authorization for for the amount the rental car company request will be denied.

The Wells Fargo Branch on Sports Arena Blvd. does/had a walk up window for foreign currency exchange with very competitive rates. I have used them for start up money until I can get to a foreign ATM machine. My wife and I always travel with at least two different debit accounts and we each have a card for both accounts.
5. Re: problem with Wells Fargo US chip and pin debit card. Your card will work at places that accept credit cards (i.e. NOT AH), just like your chip and sig cards. Its confusing because the Dutch have a card they call a Debit card (Pinnen) (acceptable at AH) which isn't the same as what we call a Debit card (ATM).
