You can use Expedia or other third party sites to compare rates, but then go directly to the rental car company's website to reserve. It's better not to get a third party involved, especially if there are any issues.

Yes, contracts are binding but there's no contract until you sign the rental agreement. The reservation is just that, a reservation. There are no laws that compel car rental companies to honor reservations. And Hertz describes prepayment as a discount program, not a guarantee.
