Taxi drivers, waiters, clerks etc usually have limited knowledge of English, if any. But you can always use body language or google translate to communicate.

You can use the optical character recognition in WeChat (under the "scan" function) or Microsoft Translate (under the "photo" function) in China without a VPN.
