Currently drop-off fees are uncommon, instead the daily rate on one-way rentals is higher than the daily rate on in-city rentals. So the advice was probably to only rent at "one-way" rates for the road trip portion of your visit.

   Prices are astounding to rent a car for a week to drive down the CA coast from SFO to LAX. Have tried different airports (leaving from San Jose rather than San Francisco, for example), in-city vs airport, reversing direction from LA up to SF instead of southbound, etc. Currently, the cheapest going rate is a penalty that is about $800.

San Jose could be cheaper and if you’re not spending time in San Francisco it’s an easier airport to navigate and you could drive to Gilroy that night and get an early start to Monterey. Although sometimes it costs more to fly into San Jose.
