Google Map France can also be downloaded for offline use. You just won't get live traffic. Map use doesn't consume a ton of data anyway. I have an old but still kicking Garmin as well. I still use it when I drive in foreign countries. I then use Google Map as a back-up, primarily for searches.

Google Maps automatically shows “live traffic” when getting directions when connected to the Internet. It shows any delays on the map in red and calculates the arrival time. For example, to find the live traffic report on SR 120, I asked for directions from Rush Creek Lodge right outside the park to the Big Oak Flat Information station.
MapQuest and Google are great for directions, and general basic information. However, for the most part, those given time estimates are based on point to point at the legal posted speed limit, under ideal conditions. There really is no hard and fast formula for converting those distances into real world drive times within the parks.
