Most 0207 are in central London,, but with call routing you could phone an 0207 number and end up in Bangalore. If the number you are dialing starts with the same area code, you don't have to dial it.
For me, the address doesn't read right, if written correctly it should read, Flat 3, 18 xyz street or Flat 3/1 for example, 18 xyz street, 3 being the floor number and 1 being the flat number. Hard to say though without giving us the full address.
