Priceline is a SCAM. They make their profits knowing a certain number of car rental, hotels and flights will be cancelled. They charge credit card as soon as reservation is made versus when car rental picked up or hotel room is occupied. All the money charged for reservations is never refunded and pocketed by Priceline.
I attempted to rent a car from Priceline, had trouble connecting to the site. When I arrived at Budget Rental Car I had 2 bookings for the same date/car. I attempted to resolve by calling customer service located in Philippines. Refused to issue a refund though they admitted to not having sent a confirmation email for the first rental.
