I would probably go the 3rd week of December The 2nd week is usually crazy. I have gone to Hershey during xmas at least 7 times. Kids are driving and they don't want to go anymore. Willows is great place to stay but definitely take a trip to Hershey. The lights are gorgeous and my kids always remember going on the rides in the winter.

The closest area I can think of would be to park in the Harbor Shops lot where there is a Publix Supermarket and the like- that would be a few blocks west on !7th Street ( turn at the traffic signal at Cordova Rd. near Embassy Suites.
