    Just buy an unlocked inexpensive phone on eBay. I usually travel with 2 phones. My more expensive home phone and the phone I replaced it with. I often leave my phone in my hotel connected to WiFi. With WiFi calling turned on I would get calls and texts to my local number when I am in the room or not, for free. I can then answer them when I wish.

    I use the international plan offered by my provider, AT&T. It's $10 per day ($5 for the second phone) so it's not the cheapest option but it's super convenient. I also use voice calls often, so it's the best plan for me. Once you set it up, they'll start charging whenever I'm out of the country and start using the phone.

    with eSIM, subscribe to skype and you can make voice calls to any hotels or homes or any other telephone anywhere in the world. To have a Japanese number, you need to subscribe for a 050 number from a Japanese provider. Have been using Skype for calling Japanese hotels for 10+ years. I never had a need for a Japanese number.
