SO my agreement was at time of booking based on the website and priceline's T and C. I made when making the reservation the website states: "Cancellation Policy. Priceline will not charge you a change or cancel fee, however this hotel has the following cancellation policy: This booking is Non-Refundable and cannot be AMENDED OR MODIFIED.
They charge credit card as soon as reservation is made versus when car rental picked up or hotel room is occupied. All the money charged for reservations is never refunded and pocketed by Priceline. Once payment is made and confirmation is received the contract is binding. No different than purchasing an item at a store. The cancellation policy is no different than the store's return policy. It must be specifically stated what the cancellation policy entails or it is up for interpretation as is the case here.
Re: Using priceline service of 24 hrs cancellation. 24 hr free cancellation in the USA (providing you book at least 7 days prior to departure) is a legal requirement if you book direct with the airline, but not if you book via third party. Priceline do offer a 24hr free cancellation policy though. 14.
