It's not designed to be used by vacationers visiting the country for a short period of time, or designed to have hanging around in case you jump in someone else's car.

Today, the toll road I use most often is the Pennsylvania Turnpike. The PTC gives the same discount to E-ZPass tag holders regardless of which state they have the tag from, so it's cheaper for me to pay no fee with my Maryland E-ZPass and Maryland address then to pay $3 annually for a Pennsylvania E-ZPass.
