Unfortunately, a travel card has to start on the day it's issued, however, it can be put on an Oyster Card anytime simply by going to one of the ticket machines in any Underground Station. If you need assistance there's usually a Staff Member nearby.
If you have a local phone or a phone with a UK SIM card then you would dial all the digits listed in the London number and not remove digits as you could in a local US call. A London number starts with 020 xxxx xxxx . You dial all those digits UNLESS you are using an American phone.

This is what I read: "Travelcards can be bought for 1 day, 1 week or 1 month durations. Full details are at our Travelcard page. If you buy a 7 day or a 1 month Travelcard you will need a photo id card. This will be issued by the railway ticket office free of charge but you must bring along a passport size photo."
