You don’t need a rental car for DC area. With DCA…it has 2 terminals. Terminal 1 has southwest and frontier and air Canada.this is about a 10 min walk from terminal 2 ( main airport) With terminal 2 you have the airport . Then the arrivals/ departure road lanes. Then DC metro subway line. Then parking garage

The problem in dropping it off thr night before is many hotel don’t operate shuttles for flights pre 7am. Many national car rental companies allo early am drop car off and put keys in a box.

You could get lost quite a bit trying to find DCA and still spend less time than it would take to get to Dulles. Both sites are pretty well marked and as long as you can read the signs getting in and out is easy.

All the traffic around the main parking garage at DCA is one direction in a counter-clockwise direction. It is probably no more than 5 minutes all the way around once. I have noticed that some rentals are in the terminal and some are requiring a shuttle. We will be spending our first night at a hotel near the airport and will be renting the car the next morning.

Just want to add: Take a look at the linked map, there is a walkway connecting parking A (where you drop off the rental car) and Parking B where there is another walkway to the Metro station.
I actually HAVE rented from avis at DCA, and I whole-heartedly advise you against it. they are absolutely awful. insanely slow lines, rude people working the desk, rude people in the garage, insanely slow return. it is extremely unpleasant. there are so many other options for rentals on site at the airport, please don't risk having a bad experience with avis.
