You don’t need a rental car for DC area. With DCA…it has 2 terminals. Terminal 1 has southwest and frontier and air Canada.this is about a 10 min walk from terminal 2 ( main airport) With terminal 2 you have the airport . Then the arrivals/ departure road lanes. Then DC metro subway line. Then parking garage

We've flown into Orlando (Sanford) and Vegas many times and the rental facilities are all in one place, on site at Sandford and a shuttle ride away at Vegas.

You could get lost quite a bit trying to find DCA and still spend less time than it would take to get to Dulles. Both sites are pretty well marked and as long as you can read the signs getting in and out is easy.
The US car rental business can be awfully sleazy. If you deal with a counter agent at pretty much any US car rental company, they'll try to upsell you to a more expensive car or trick you into accepting unnecessary insurance or a fuel service option. All the traffic around the main parking garage at DCA is one direction in a counter-clockwise direction. It is probably no more than 5 minutes all the way around once.
