4 years ago. I would not use Budget simply for their toll pass costs. You get charged every day from the first usage even if you never use a toll after the first time. Pretty much unless you go offsite with say Enterprise you will be paying a hefty facility charge to cover the cost of the new rental building and tram.
But yes, you have to take the automated railcar over to the Rental Car Center. For my rental company, I was able to go directly to their booth where the cars are parked and obtain my keys and contract. I would suspect the other companies offer a similar process. Call Budget's customer service number for verification.
