I've been to Cancun a few times and getting a rental car has always been a nightmare. The first attempt I booked a great deal on Kayak.com only to arrive and be told they would not give me the car unless I added the mandatory third-party liability insurance required by Mexican law (I Googled this an confirmed this insurance is actually required and not a scam by the car company).
The Mexico Budget rental car sight does show the same SLI coverage as the US sight does, just a bit of a better rate. Comparing the 2 it does look like the US has more charges in for airport fees etc, that may get added in last minute at time of pick up though the Mexico sight does imply no added fees sort of thing too.
The Cancun airport Budget Car Rental office is engaging in what can only be deemed as open fraud. We tried to rent a car there twice, first on Dec 18th 2016, then again on Dec 21st, 2016 and both times experienced the same practice. We arrived at Cancun airport, and when we went to pick up the car, which was fully paid for, we were charged an additional fee of $45 for additional insurance, even though we had previously paid for full insurance.

Answer 11 of 16: Hola I booked via Budget last visit thru the US site with the SLI (third party insurance) but looking today at the Budget mexico rental car website the SLI insurance is almost half of what the US sight shows.
