I’ve found Google Maps to be very reliable in France.The “offline” feature works really well if you don’t have data coverage. I don’t drive in France myself but I spend a lot of time in the passenger seat beside a professional who does, and his go-to app is Google plus a paper Michelin atlas.
There are also very good and free map apps like maps.me which allow you to download maps. These should provide you with detailed road maps. Both will work off-line (ie. No cell or wifi access) and will use your phone gps to find your location. However, if you need detailed trail maps or elevations etc, you will need to buy a proper paper map.

Google Maps only provides driving directions. They don't provide walking directions offline yet. It's a shame because google has great walking directions that I haven't seen anybody else match. Even without the special walking directions you can just follow the driving directions. Usually you aren't walking so far that it makes a huge difference
