I’ve found Google Maps to be very reliable in France.The “offline” feature works really well if you don’t have data coverage. I don’t drive in France myself but I spend a lot of time in the passenger seat beside a professional who does, and his go-to app is Google plus a paper Michelin atlas.
There are also very good and free map apps like maps.me which allow you to download maps. These should provide you with detailed road maps. Both will work off-line (ie. No cell or wifi access) and will use your phone gps to find your location. However, if you need detailed trail maps or elevations etc, you will need to buy a proper paper map.
In other words, it effectively makes your phone work exactly like a standalone GPS. There are several free apps with free maps - my own preference (as a previous Nokia user) is called "here". And unlike some standalones, maps are constantly updated - again for free - and are available to cover just about all the World.
