Just assume you are going to be charged 2.5% - 3% extra and decide from there. You also need to remember that some businesses in Aruba will charge you an extra 3% on top of the price if you use a credit card, so you are looking at 5.5% - 6% extra. Having a fee free card won't matter in this case. Ask the business if you are not sure.
I just checked it out. Barclay's Lufthansa Miles and More card has a new perk of 'no foreign transaction fees', which is great. But I don't see how the Chase Sapphire card offers fewer miles per dollar, as it offers 2 points per dollar on all travel and dining.
