Working from memory, and happy to be corrected: there may be a few rental car counters inside the terminal near baggage claim, but I do not recall any rental car pick-up locations that are at the terminal or in the terminal garage.
We waited 20 minutes for their shuttle, called the local car rental office 3 times WITHOUT anyone picking up. They do not have a rental desk inside with someone to guide you.
