So in Thailand you would dial "+" or 001, then country code (1 for the US) + area code and number. NOT 011! I'm sure AT&T is mistaken! For a Thai call you would just dial the number with the "0" prefix. (I'm not sure but I don't think international roaming customers can use the 007, 008, 009 access codes to get cut-rate international calls.)
A couple of notes: "+" on your mobile phone will get you the default (and most expensive) international caliing service ie you would dial +1-715-555-1212. I use 00500 quite extensively. It's the least expensive access code from AIS.
