As written in this forum more times, every company receives bad reviews and people are more interested in writing bad reviews than in goodones if they are satisfied. I rented, over years, with Avis/Budget, First, Tempest/Europcar and never had bad experiences.
The cheapest car hire companies in Cape Town would typically not allow their cars to go outside of a certain radius so they do not have to have outside service agents. The cheap companies normally have advertising signs on the cars because that is cheap advertising.
All the companies have a lot of bad reviews since mostly unsatisfied people are interested in writing them. Over years I rented several times with Tempest (now Europcar), sometime with First and one with Budget and always had good experiences.
