The "upgrade" is a ploy to ad more charges. Never, ever upgrade at the counter. In fact, never ever, EVER even deal with the counter, belong to the companies loyalty club and avoid rental car companies that imply savings (Budget, Dollar, Thrifty, Payless, etc). I am convinced they are all crooks. I only rent from the three major national companies.
We are kinda thinking that Dollar isnt disclosing the full taxes in their rate. When you get an email from them in fine print at the end of the confirmation it says: Effective 1/1/07, an airport concession fee of 11.11 percent will apply to all rentals. Effective 1/1/07, a tourism surcharge of 2.5 percent will apply.

I got two good quotes: one by Traveljigsaw (they returner with Dollar) and by Honk (they gave Thrifty). The Honk one is ca. $100 more expensive but includes 'Breakdown Assistance' and 'Drive Excess' which means insurance of windscreen breaking e.g. by parking vandals, etc. All insurance are in the packages,
