The articles you were reading were about providing coverage in the Paradise area. They did indeed put a cell tower in the attic of Paradise Inn.

Just turn off roaming to avoid picking up BVI cell phone towers nd incurring roaming charges or Int'l. Travel Pass kicking in (more of an issue on parts of St John, not as much on St Thomas ).
