I don't know the specifics because I've never used Uber but I'd be inclined to say yes. non-universal apps designed for iPhone do work on the iPad -- if that's the case. just be advised that by default, the app store on the ipad shows only apps designed to work for ipad when searching. there's a toggle to show iphone apps as well.
