It is impossible to contact a human being at Hopper, unfortunately. I have been trying to cancel 4 flights (scheduled over the next few months). Have sent multiple cancellation requests to Hopper and have filled out the Hopper cancellation form multiple times. No response whatsoever from Hopper.

We take cabs to/from DCA all the time and have never had a problem with charges, lack of A/C, etc. As IrishFan said, don't over-think this.
