You can use Expedia or other third party sites to compare rates, but then go directly to the rental car company's website to reserve. It's better not to get a third party involved, especially if there are any issues.

   Yes, when you book with Expedia there will be a fee for the car seat. And yes, when you book with Budget direct there is a fee for a car seat. I looked at Expedia May 9-13 10:30am pickup and dropoff. I dont see the $137 rate. Rates change by the minute sometimes and possibly the low rate on Expedia changed shortly after you saw it.

   Always book direct. Especially with cars in such short supply. If you show up at the Hertz counter with a Hertz reservation you will get better help if there is a problem, than if you book through a third party and have to track down Expedia in a hurry. 2.

   Third party discount car rentals. 7 years ago. I've been trying to get a good price for a car rental for my next vacation where I don't prepay for the car in advance and where the car rental is in the terminal and you don't need a shuttle. I've never used a third party car rental such as priceline, expedia, hotwire etc. for a car rental before.

We wrapped our big toddler Graco seats in bubble wrap first, then put a garbage bag on top and one on the bottom so it met in in the middle, and taped the whole thing together with packing tape. They made the trip to Florida just fine, completely undamaged.
