Then one day one way to LA and return. At the returning location, start another rental until you leave. Might be cheaper, might not be.

Technology is such that direct links from rental companies are imbedded in OTA, airline & other rental booking channels so you don’t book a rental car when a location is closed.

FOX rental website seems to indicate their car rental counter at SFO has now been relocated to inside the Car Rental Center however I'm unclear as to whether a shuttle is still required to pick up the car at a remote location. Among which I have used, Avis, Hertz, Enterprise are good (pick-up in 5 minutes and never had an issue) but Dollar is terrible (was charged even I cancelled the reservation before the cancellation deadline).
Don't rent from Fox. Use one of the majors - Hertz, Avis, Enterprise. The lesser price is not worth the risk of a bad experience.
